Biblioteka rozpoczęła działalność w 1945 roku. Oprócz gromadzenia i udostępniania zbiorów oferuje mieszkańcom bogatą ofertę kulturalną, organizując unikatowe wystawy, warsztaty tematyczne oraz spotkania z pisarzami. Jest też organizatorem zyskującego ponadlokalną sławę Festiwalu Literackie Objezierze.
Biblioteka pełni również funkcję ośrodka wiedzy o regionie. Mieści się tu Izba Regionalna, która istnieje od 1975 roku. Obejmuje eksponaty z terenu gminy Oborniki, a zbiory zgromadzono w działach: archeologicznym (łącznie z paleontologią), etnograficznym, historycznym i militariów
W ramach obchodów 650-lecia Obornik, w 1989 r. bibliotece nadano imię Antoniego Małeckiego, wybitnego filologa, historyka, wykładowcy uniwersytetów w Krakowie, Innsbrucku i Lwowie. Stworzył on podstawy naukowej monografistyki pisarzy polskich, napisał pierwszą biografię Juliusza Słowackiego. Zmarł w 1913 r. we Lwowie, pochowano go na Cmentarzu Łyczakowskim.
Die öffentliche Bibliothek begann im Jahre 1945 ihre Tätigkeit. Sie ist heute nicht nur ein Ort, an dem Bücher bewahrt und ausgeliehen werden, sondern sie bietet auch ein breites kulturelles Angebot: Ausstellungen, Werkstätte und Lesungen. Die Bibliothek veranstaltet unter anderen das Literarische Festival in Objezierze (Festiwal Literacki Objezierze), das sich einer großen Popularität erfreut.
Die Bibliothek hat auch zum Ziel, Geschichte der Stadt und der Region zu popularisieren. Schon im Jahre 1975 wurde in ihren Räumlichkeiten eine Regionalkammer untergebracht. Die Dauerausstellung ist in die Themenbereiche gegliedert, sodass in vier Teilsammlungen archäologische (darunter auch paläontologische), ethnografische und militärische Exponate sowie eine Sammlung zur Regionalgeschichte dargestellt werden.
Anlässlich der feierlichen Veranstaltung zum 650-jährigen Stadtjubiläum im Jahre 1989 erhielt die Bibliothek den Namen von Antoni Małecki, dem herausragenden Philologen, Historiker und Hochschullehrer an den Universitäten in Krakau, Innsbruck und Lemberg. Er schuf wissenschaftliche Grundlagen für die Monographistik der polnischen Schriftsteller, ist auch Autor von der ersten Biografie des Nationaldichters der Romantikzeit Juliusz Słowacki. Antoni Małecki starb im Jahre 2013. Seine letzte Ruhestätte befindet sich auf dem Lutzenhofer Friedhof (Cmentarz Łyczakowski) in Lemberg.
The Public Library of the Town and Municipality in Oborniki named after Antoni Małecki was opened in 1945. Apart from collecting and sharing its collections, it offers its residents a rich cultural variety, organizing unique exhibitions, thematic workshops and meetings with writers. It is also the organizer of the popular „Objezierze Literary Festival”.
The library also serves as a regional knowledge centre. It houses the Regional Chamber, which has existed since 1975. It includes exhibits from the Oborniki commune and the collections are gathered in the following departments: archaeological (including palaeontology), ethnographic, historical and military.
As part of the celebration of the 650th anniversary of Oborniki, in 1989 the library was named after Antoni Malecki, an outstanding philologist, historian and lecturer at the universities of Krakow, Innsbruck and Lviv. He created the basis for the scientific monographs of Polish writers, wrote the first biography of Juliusz Słowacki. He died in 1913 in Lviv and was buried in Lyczakowski Cemetery.
